DHS Sanctions on Ninestar Threaten US Toner Supply

Forced labor allegations continue to disrupt the importation of key printer components. Local toner providers and major suppliers like Lexmark are bracing for a potential supply chain crisis.

The U.S. Department of Homeland Security’s (DHS) ban on imports from Ninestar Corp. and eight of its Xinjiang-based subsidiaries may have a major impact on the domestic toner supply, even more so for businesses that sell non-OEM cartridges. Ninestar’s aftermarket cartridge chip company, APEX/Geehy, dominates around 60%-70% of the market.  Ninestar also holds a 62% stake in Lexmark.

Lexmark’s senior VP and CCO, Melanie Hudson, stated that Ninestar and its affected subsidiaries are being replaced as suppliers. Given the ongoing impounding of incoming stock replenishment containers, it is likely that aftermarket toner providers will face a supply shortage.
